Protocol for Allocating Homes to Prospective Tenants

At BrixHousing, we believe it is important for everyone to understand how the allocation of a rental home takes place. This protocol complies with the Good Landlordship Act and is intended to ensure transparency, fairness, and care—providing equal opportunities for all. In this way, we aim to actively help prevent housing discrimination and distance ourselves from any form of it.

Who's Who?

BrixHousing: We act as the authorized organization on behalf of the property owner (our client). At the client’s request, we manage rental properties, guide the process, and serve as the first point of contact for (prospective) tenants.

Prospective Tenant: A person (or persons) who expresses interest in a rental property offered by BrixHousing, registers for the property on our website (or is already registered), and is then contacted by BrixHousing to explore the best housing match among our current listings.

Our goal?

Our clients want to rent their properties to the most suitable tenant—someone who, based on verifiable information, can be expected to meet rental obligations neatly, punctually, and correctly. Selection is carried out carefully and on the basis of objective criteria, free from arbitrariness or prejudice.

Basic Information Required from the Prospective Tenant: 

  • Full name
  • Current address and place of residence 
  • Phone number 
  • Email address 
  • Copy of ID (BSN number and photo may be concealed)
  • Household composition: living alone, with a partner, with or without children 
  • Total monthly net income 
  • Income statement from the tax authorities 
  • Employment contract(s) and/or employer’s statement(s) 
  • Proof of income (salary slips and recent bank statements showing net salary)
  • Current rent amount 
  • Landlord’s reference 
  • Any information required to determine whether the prospective tenant is eligible for a housing permit (if such a permit is required in the municipality where the property is located)

We do not request information about: 

  • Ethnic or cultural background
  • Religious identity 
  • Political preference 
  • Sexual orientation 
  • Gender identity and/or expression 
  • Physical or mental health

Criteria Considered in the Allocation Process

  1. Response Time

As a rule, first come, first served. The initiative to respond to a listing lies with the prospective tenant. In cases of high interest, some candidates may not be invited for a viewing and may be declined.

  1. Source of Income / Type of Employment Contract 

An open-ended employment contract with a reputable employer is preferred, as it provides the most financial security for the property owner. Temporary contracts, (recent) self-employment, and other sources of income—such as alimony, internship allowances, third-party guarantees, inheritance, or rental income—can also qualify, but require a tailored approach.

  1. Income Level 

Where a minimum income requirement applies, the highest (combined) income is preferred. This provides the owner with greater assurance that rent obligations will be met and helps prevent arrears.

  1. Solid and Verifiable Positive Rental History 

A prospective tenant with a positive, verifiable landlord’s reference is preferred. Candidates without a rental history will be considered on a case-by-case basis, as further information or checks may be necessary.

  1. Positive ID and Solvency Screening 

A rental property will only be allocated if the tenant’s identity can be verified and financial capacity confirmed. BrixHousing conducts a thorough screening, including a manual authenticity check of the ID (for example using the DutchID app provided by the Dutch government). The outcome of this screening may result in rejection, even after an initial allocation.

  1. Household Composition 

The household composition must suit the property to prevent nuisance, damage, or overcrowding. Depending on the type of property, certain compositions may be preferred. This is determined on a case-by-case basis.

  1. Suitability for the Property and its Surroundings 

In some cases, the location or features of a property may mean certain prospective tenants are more suitable than others. 

  1. Final Decision by the Property Owner

For every property offered, BrixHousing ultimately makes the choice between prospective tenants. After careful preparation and review of the submitted information, a fully objective decision will be made.
